Following the call for evidence by the European Commission on Open Digital Ecosystems, the European Decentralisation submitted its reply.
This call is timely and very relevant as Europe is seeking to become digitally sovereign. As European Decentralisation Institute we earlier published our Policy brief on this topic with very clear and actionable recommendations. We are therefore happy that we could contribute to this call with a more tailored approach but built on our earlier work and recommendations.
Summary
The European Decentralisation Institute (EDI) recommends a compact set of measures that convert Europe’s open-source strength into scalable, secure, and deployable capabilities across cloud and edge, AI, cybersecurity, open hardware, and industrial platforms. The core idea is simple: use EU policy and funding to make open, interoperable, and verifiable building blocks cheaper to adopt than proprietary lock-in. Pair that with governance standards, long-term maintenance funding, and procurement practices that measure exit costs and systemic risk.
