Arno Laeven is a pioneer in the use of decentralised technologies in the real world economy. He was founder and director of the blockchain centers at Philips and Shell and has been an advisor to many other public and private organisations in Europe.
He serves as executive director of the Institute
Prof.Dr. Roman Beck is Chester B. Slade professor at the Computer Information Systems Department at Bentley University in Boston. As blockchain economist, his research focuses on the changing nature of economic transactions due to blockchain.

Decentralisation refers to distributing control and decision-making across systems instead of relying on a single authority. For Europe, it’s essential to ensure digital sovereignty, strengthen democratic infrastructure, and reduce dependence on centralised technology players.
The Institute was founded by Arno Laeven and Roman Beck and brings together interdisciplinary experts across technology, policy, law, and economics. We collaborate with European institutions and received foundational support from the Ethereum Foundation.
